The Town is seeking feedback on our proposed Paid Public Parking Ordinance. This would apply to public parking locations in Downtown Carrboro only. Please take a few minutes to review the ordinance.
Feedback will be considered by our advisory board for incorporation into the Ordinance. Feedback was collected through July 19, 2024. The survey is closed.
The proposed Paid Parking Ordinance is only applicable to Town owned or operated PUBLIC parking lots and on-street parking spaces. This does not apply to other private parking locations such as the parking lot at Carr Mill Mall, Cat's Cradle/Fleet Feet surface parking lot, Fifth Season/Glasshalfull parking lot, or Breakaway Cafe/Dingo Dog parking lot. Section 1. Chapter 14, Section 14-13 of the Carrboro Town Code is hereby amended by rewriting subsection (c) and adding sub-sections (d), (e), (f), (g), and (h) to read as follows:
Section 14-13 Parking.
c) There is hereby established a paid parking program in the following public parking lots owned or operated by the Town (excluding designated handicapped parking spaces):
- On-street parking spaces in the 700 block of West Rosemary Street;
- Parking lot at the intersection of Sunset Drive and West Rosemary Street, known as the Rosemary Street Parking Lot;
- Parking garage at the end of Boyd Street, known as the Hampton Inn Parking Deck;
- Parking lot at the corner of East Main Street and Roberson Street, known as the Yaggy Parking Lot;
- On-street parking spaces in the 100 block of East Weaver Street;
- Parking lot between Roberson Street and East Main Street between and behind 104 and 108 East Main Street, known as the Roberson Street Parking Lot;
- Designated parking spaces in the parking garage at the 203 Project building, known as the 203 Parking Deck;
- Parking lot at the intersection of North Greensboro Street and West Weaver Street, known as the Century Center Parking Lot;
- Parking lot located behind 502 North Greensboro Street, known as the Fitch Warehouse Parking Lot;
- Parking lot provided for 309 North Greensboro, known as the Fitch Lumber Parking Lot;
- Parking lot in the 300 block of West Weaver Street between 301 and 305 West Weaver Street, known as the Weaver Street Parking Lot;
- Parking lots adjacent to Town Hall and Town Commons, known as Town Hall Parking Lots;
- Parking lot in the 100 block of Laurel Avenue between 103 and 107 Laurel Avenue, known as the Laurel Avenue Parking Lot;
- Parking lot and spaces along Stone Street and behind 117 West Main Street, known as the CommunityWorx Parking Lot.
d) The parking rate fee for public parking lots and spaces listed in (c) shall be set in the Town’s Miscellaneous Fees and Charges Schedule, with the first 30-minutes free of charge. [The proposal is $1.50 per hour.]
e) Registration and/or payment for parking spaces shall be required immediately upon parking via one of the following methods:
- Mobile App: download and utilize the designated mobile app for the Town of Carrboro paid parking system; or
- Text Messaging: send a text message to the designated phone number with the unique identifier displayed on the parking space signage; or
- Phone: call the designated phone number and follow the automated instructions to pay for parking using a credit or debit card.
f) Signage shall be prominently displayed at the entrance and within each designated paid parking lot or series of on-street parking spaces, indicating this is a Paid Parking Lot/Space (as applicable), maximum parking duration, paid parking rate, and payment instructions.
g) Discounts of fifty (50) percent shall be provided to certain persons or households who are residents of Carrboro and which meet one of the following criteria: live in a public housing community or hold a Housing Choice Voucher, a household with school children that receive free or reduced-price lunches, a household that receives Supplemental Nutrition Assistance Program (SNAP) benefits, and participants in the NC MedAssist Free Pharmacy Program. Persons or households meeting these qualifications must register with the Town prior to receiving the discount.
h) Any vehicle parked in a public parking lot without registering or paying the required fee, or parking for a duration exceeding the maximum allowed time shall be subject to a citation and fine of twenty (20) dollars for the first violation and fifty (50) dollars for each subsequent violation thereafter within a 365-day period.
