Project Overview
The current Land Use Ordinance consists of the rules and regulations that govern the use and development of land in the Town of Carrboro. Adopted in 1980, the current ordinance has been updated and revised multiple times over its forty-five year history. The Town has hired CodeWright Planners and their team of consultants to assist the Town in the two-year process of researching and writing a new ordinance to address and implement many of the goals and objectives identified in Carrboro Connects, the Comprehensive Plan adopted in 2022.
The Town and the consultant team held a public forum, interviewed interested parties, and attended multiple, key community events to generate awareness of the project and understand the needs and desires of the community. The findings of this outreach are summarized in the comprehensive Code Diagnosis, along with a thorough review and analysis of Policy Guidance documents, such as Carrboro Connects, the Downtown Area Plan, and current development regulations.
Council members and community members may remember an early draft as part of a worksession in Fall 2025 (links to the recordings are on the right side of the page). The Consultant has been working on the Code Diagnosis for several months and has now completed it. The project team is preparing to present it to the community. A copy of the diagnosis can be downloaded below.
Next steps for the project are engagement efforts with the community, advisory board members, stakeholders, and the Town Council. In parallel, the creation of a draft outline will follow the diagnosis and be completed before the rewrite of the actual ordinance language occurs.

Upcoming Events
The next phase of the UDO process will include an extensive community engagement component where the Town and the consultant team will introduce the Code Diagnosis, a detailed analysis of the existing policy guidance and land use ordinances. There will be an opportunity to comment on proposed policies before they are fully written, give feedback on the new organization style and formatting, and be provided with an introduction to new and streamlined processes and procedures.
